When is it appropriate in your professional or personal life to go scorched earth, salt the earth or go nuclear?

The twitter answer is : never. Ghosting, disappearing and stopping contact, is better than going nuclear.
Typically scorched earth is an act of Ego. I am going to show how important I am and create a scene and ruin thses people's day.
The only time I think you can salt the earth, is when you create something and it goes against you or horribly wrong. One example would be the Russian battle technique. Meet at the front then destroy the land you held as you retreat. A business example would be Pete closing his internet business before starting origin. Listen to podcast 93.
Personal life. Somethings come to an end. loose ends are better than enemies. Ruin invites ruin. Hurting someone will often bring you pain. Grace will often bring you mercy.
