As in Can't Operate Without Supervisor As a manager he is very hands off which has allowed me to improve my decision making, implement my own policies and procedures, and develop my team into a successful group of motivated leaders. Unfortunately he doesn't have the same relationship with his boss which leads to a lack of action whenever senior management needs to be included on a particular decision. I am more outspoken and have tried to help him with his presentation by writing charters, risk assessments, etc. I would do anything to help him overcome these challenges but I have not asked to attend these meetings out of fear that I would be overstepping my boundaries. Any thoughts?

I would start building the relationship with the boss's boss. Learn the landscape. You can ask to attend the meetings. Ask leading questions when it is just the 2 of you. He might be over reacting to some direction he has received from above. Ask what senior management is concerned about. Give him good topics to bring to leadership. Try to meet and interact with the people equal and above to the boss. This one is beaten with the longs game. Also look at who will be moving up. Getting to know them, will fix the relationship with upper management.
